Improvements "four years away"
Councillors will meet on Monday to discuss the first phase of an ambitious project to replace the Aquarena and refurbish the leisure centre.
"This is a complex project with several distinct phases that will need to be delivered over several years," councillors have been told in the report.

Hide AdThe future provision of leisure facilities in the town is one of the council's "key priorities" and councillors are expected to agree to a specialist project team being set up to push ahead with the plans and make sure things remain on track.
But one of the casualties of replacing the Aquarena is likely to be the boating lake. It's also likely the outdoor paddling pool will have to be re-located or replaced.
Council officers warned in their report the redevelopment may also affect the popular Peter Pan's playground, at least during building works.
A figure of 1.9million has already been earmarked for the scheme, but further funds will be raised from the sale of part of Brooklands, council-owned land at Sea Place/Eirene Road and The Grafton site.
